Clip on your shirt pocket or jeans and discreetly film situations anywhere or clamp on a bike or ski helmet. The video quality is good too considering how tiny this it. So portable you can slip in your pocket and pull it out whenever you need to shoot some video. Discreet as well so doesnt draw attention. Can I limit my recorded video fps for cinematic look?

Is there any software that will let me limit my video (probably recorded at about 60fps) down to 30, 27, maye even 24 fps, and if so, will this make it look even just a bit more cinematic?

Yes, there is, but I see little benefit in using it.

You're more likely to see jerkiness as the frames are dropped rather than cinematic. Also, you'll only be able to watch that video on your PC or burn it to a Blu Ray disk. Conventional DVDs are limited to TV standards for frame rates. (29.97 fps for NTSC, 25 fps for PAL)

Some of the newest camcorders can record in 24 fps via a setting on the camcorder.
