Will a computer boot without the microprocessor power connector connected?

I have 6 NexLink computers, and none will power up with their current power supply. (I will assume all the power supplies are bad because none will even spin their own fan.) I have tried another power supply with the same wattage on these machines and they power on however I do not get video out of any of them. The power supply that gets the machine to power on does not have a microprocessor power connector that the previous power supply has. Is it possible that this could be the reason I cannot get them to boot? Or possibly any other ideas? Thanks!

Most processors rated at >65 Watts TDP would not power up without the 4 pin 12V ATX connector plugged in. Some processors that have 65W or less TDP are able to power up.
